The IDB invites applications for the positions of Public-Private Partnerships Senior Specialist - Brasilia, Brazil
The Public-Private (PPP) Senior Specialist will work in the Vice-Presidency of Countries (VPC) at its Brazil Country Office. This role will report to the PPP Team Leader (Senior Operations Advisor within the Vice-Presidency).
The team's mission: The PPP Team, acting as the Bank PPP Focal Point, is in charge of the one-stop-window to support our IDBG Country Representatives on all PPP technical assistance and related requests received from the borrowing countries. This PPP coordination mechanism reviews the client request and assembles a team with the adequate staff from the IDB (Infrastructure, Sustainability, Institutional, Fiscal, and Country Economist) and the BID Invest (Bankability) to support the PPP project preparation. The PPP Team will coordinate and lead the IDBG PPP Technical Assistance interventions in Brazil with public sector counterparties.
What you will do:
Support Country Office Representatives to respond to demands related to the Public Private Partnerships.
Coordinate, together with the Sovereign Guarantee and Non-Sovereign Guarantee Specialist from the Country Departments the Public Private work of the Bank.
Serve as the Public Private Partnerships Focal Point for the Bank, interacting with VPS Divisions and the IIC.
Lead Bank’s Technical Assistance on PPP Regulatory Framework, Institutional Arrangements and PPP Project Preparation (Perform PPP Project Evaluation, Value for Money and Public Sector Comparator and Financial Structuring)
Participate in the project cycle of all PPP projects of the Bank in-order-to mainstream PPP coordination and lessons learned in the Banks interventions.
Represent the Bank in the PPP harmonization initiatives with other MDBs and Global Project Preparation Facilities.
Lead the PPP Community of Practice, in coordination with KNL with the objective to plan the PPP knowledge generation and dissemination.
Propose training content to the Knowledge & Learning Sector on PPPs to Bank staff.
What you will need:
Education: You hold a Master's degree, or equivalent, in Business Administration, Economics, Finance, International Affairs, or related field.
Experience: You have a minimum of 7 years of professional experience in with a proven track record of working with private sector actors and development organizations. Experience in articulating Public-Private Partnership mechanisms, particularly in infrastructure projects, will be highly valued. An understanding of the operational frameworks of public sector and/or multilateral institutions (including their special governance, mandates, and safeguards) is desirable.
Language(s): You are fluent (written and verbally) in in English and Portuguese. Knowledge of an additional official Bank Language (Spanish and French) is desirable.
